The game will automatically balance states so that total state points are calculated based on an assumption that all states have the same number of members. This is done to ensure there is a fair balance between all states and avoids a situation where one state has few members and one state has many members. The State Balancer is the multiplier between this states membership count and the count of the members in the state with the most members. The sum of the individual state member points are multiplied by the State Balancer to make the total state points.
